1. Document control

These Rules of Play are a controlled document. The version number and effective date may be updated only in accordance with applicable AGCO requirements, and changes to approved rules require Registrar approval at least two weeks in advance. These Rules govern the PRH Catch the Ace charitable lottery conducted under AGCO Lottery Licence #RAF1555164.

2. Licensee

The licensee is Pembroke Regional Hospital Foundation, Charitable Registration No. 870047610RR0001, of 705 Mackay Street, Pembroke, Ontario K8A 1G8, Canada, operating under AGCO Lottery Licence #RAF1555164 and regulated by the Alcohol and Gaming Commission of Ontario (AGCO).

3. Eligibility

  • Purchasers must be 18 years of age or older at the time of purchase.
  • Purchasers must be physically located in Ontario at the time of purchase. Residency elsewhere does not disqualify a purchaser who is present in Ontario; presence is verified by geolocation at the moment of purchase.
  • The following persons may not play: Foundation staff and Board members, personnel of the Foundation’s electronic raffle system supplier, employees of the AGCO, and members of the same household as any of the above.

4. Game description

PRH Catch the Ace is a progressive-jackpot electronic raffle. A 54-card deck is sealed into numbered envelopes at the start of each series. Each week, one ticket is drawn from that week’s entries; the holder wins the guaranteed weekly prize and selects one sealed envelope. If the envelope holds the Ace of Spades, the winner also wins the progressive jackpot and the series ends; otherwise the card is removed, the jackpot carries over, and play continues the following week. 5. Ticket tiers and prices

Tickets are sold at the following tiers. All tiers enter the same weekly draw:

Tickets are sold on this website and at approved retail locations in Ontario. The ticket table in force at the time of purchase governs.

6. Weekly sales cut-off, draw time and place

  • Weekly sales cut-off: Wednesdays at 5:00 p.m. ET. Purchases completed after the cut-off are entered into the following week’s draw.
  • Weekly draw: Wednesdays at 7:00 p.m. ET.
  • Place of draw: the Foundation Office, 705 Mackay Street, Pembroke, Ontario.
  • Next scheduled draw: 19 Aug 2026, 7:00 pm ET.

Draws are open to the public and are conducted in the presence of a Foundation representative. If a scheduled draw cannot proceed on its usual date — for example because of a closure or a technical interruption — it is held at the earliest practicable time and the new date and time are published on this website.

7. Prize structure

Weekly ticket sales are allocated as follows:

  • The guaranteed weekly prize is calculated as 20% of that week’s ticket sales and is announced with the weekly result.
  • The progressive jackpot is the accumulated total of the 30% share from every week of the current series.
  • All jackpot figures displayed before a week’s sales close are estimates and are finalized after the close of sales.
  • Prizes are paid in Canadian dollars by cheque or electronic transfer.

8. Random number generation

Ticket numbers and the weekly winning ticket are selected using a random number generator operated by the Foundation’s AGCO-registered electronic raffle supplier, in accordance with the AGCO Electronic Raffle Systems minimum technical standards.

9. Membership / subscription terms

  • The recurring weekly “membership” purchase is opt-in only — the option is never pre-selected.
  • Before subscribing, the purchaser is shown what is included, the cost per weekly draw, the billing cadence, and the fact that automatic billing will occur each week until cancelled.
  • Members may change, pause or cancel the membership at any time, free of charge and without penalty, at Manage or cancel my membership. Changes take effect for the next draw.
  • Tickets already paid for remain entered in the draws for which they were purchased.

10. Purchase confirmation

Each purchase confirmation includes (per ERS 2.3.1): a point-of-sale identifier, the date and time of issuance, the raffle ticket number(s), the price paid, the draw identifier, all draw dates the ticket is eligible for, and the number of entries issued.

11. Winner notification and publication

Winners are contacted using the details on their purchase. Results are published as first name and city on Winners and in the Weekly Winners Archive, together with the licence number as required by AGCO LLPM 5.13.1(F). Purchasing a ticket includes consent to this publicity; a winner may ask the Foundation to withhold their city where publication would put them at risk.

12. Prize claims and claim deadline

  • Prizes must be claimed within 6 months of the draw date on which they were won.
  • Claims are made to the Foundation office at 705 Mackay Street, Pembroke, Ontario K8A 1G8, Canada, or by writing to info@prhffoundation.ca.
  • Claimants must present valid government-issued photo identification matching the purchase record.
  • A prize is paid only to the registered purchaser of the winning ticket.

13. Unclaimed prizes

Unclaimed prizes are held in trust for a minimum of six (6) months. Reasonable efforts to locate the winner — including newspaper and/or radio advertising within 120 days — are made, after which any still-unclaimed prize is dealt with as directed or approved by the AGCO (LLPM 5.17.1).

14. Refunds and voided tickets

  • All ticket sales are final once the ticket has been issued. A raffle ticket cannot be cancelled, exchanged or refunded after issuance, because the entry is already recorded in the draw pool.
  • A ticket that is voided — for example where a transaction fails, is duplicated in error, or is issued to an ineligible purchaser — is refunded in full to the original payment method in accordance with the Electronic Raffle Operational Terms and Conditions (ERS 3.1.2–3.1.5).
  • If a draw is cancelled outright and not rescheduled, tickets purchased for that draw are refunded in full.
  • Cancelling a weekly membership stops future billing; it does not refund tickets already issued.
  • Refunds are processed within ten (10) business days of the void being confirmed.

15. Privacy

Personal information collected in connection with the raffle is collected, used and disclosed in accordance with applicable Canadian privacy legislation, including the Personal Information Protection and Electronic Documents Act (PIPEDA) where it applies, and as described in our Privacy Policy. Pembroke Regional Hospital Foundation is accountable for that information. Privacy questions may be sent to privacy@prhffoundation.ca.

16. Complaints and disputes

If something about a purchase, a draw or a prize does not look right to you, we want to hear about it. Please follow these steps:

  1. Contact the Foundation first. Write to info@prhffoundation.ca or use the contact form, with your order reference and a description of the issue.
  2. Acknowledgement within 2 business days. We confirm receipt and tell you who is handling your complaint.
  3. Written decision within 30 calendar days. We investigate, review the raffle records, and reply in writing with our findings and any remedy.
  4. If you are not satisfied, you may ask the Executive Director to review the decision; that review is completed within a further 30 calendar days.
  5. Escalation to the regulator. If the matter remains unresolved, you may raise it with the Alcohol and Gaming Commission of Ontario (AGCO), which regulates this lottery licence. Complaints about the handling of personal information may instead be taken to the Office of the Privacy Commissioner of Canada.

This lottery is a licensed charitable raffle. It is not an iGaming Ontario gaming site, and iGaming Ontario’s dispute process does not apply to it.

17. Liability and technical interruptions

  • The Foundation operates the raffle with reasonable care and in accordance with AGCO requirements. It is not responsible for interruptions of the electronic raffle system, the website, a payment provider or a telecommunications network that are outside its reasonable control.
  • If a technical fault prevents a purchase from completing, no ticket is issued and no charge is retained. If a charge was taken without a ticket being issued, it is refunded in full.
  • Transactions that are incomplete, duplicated, corrupted or otherwise invalid are void, and any amount paid for them is refunded.
  • Purchasers are responsible for the accuracy of the information they submit — in particular name, email address and telephone number. The Foundation cannot deliver tickets or notify a winner using incorrect contact details.
  • If a draw is delayed or rescheduled because of a technical interruption, entries already accepted for that draw remain valid.
  • Where informational content on this website conflicts with these approved Rules of Play, these Rules govern. Displayed jackpot figures are estimates until sales close.
  • Nothing in these Rules limits any liability that cannot be limited under the laws of Ontario or Canada, and nothing here relieves the Foundation of its obligations as a licensee.

19. Governing law and hierarchy of documents

These Rules are governed by the laws of Ontario and Canada. In the event of any conflict, the order of precedence is: (1) applicable AGCO regulations, terms and standards; (2) these AGCO-approved Rules of Play; (3) the ticket and purchase confirmation; (4) other content on this website.
